    BRUSSELS / RankWire.AI / – On Friday, the European Commission completed a significant enlargement of the European Union’s flagship satellite communications infrastructure by finalizing a comprehensive deal with the SpaceRISE industrial consortium after months of negotiations. This newly signed implementation agreement marks the transition of the IRIS² program from the planning phase into full-scale industrial deployment, expanding the original satellite constellation to 348 spacecraft in order to bolster sovereignty, defense, and emergency response capabilities across member states.

The agreement confirms the definitive schedule for manufacturing satellites, securing launch services, constructing ground segments, and delivering operational connectivity services, with initial satellite launches scheduled for 2029 to enable early sovereign connectivity for participating member nations shortly thereafter.

    The decision to enlarge the satellite fleet directly responds to increasing security concerns and evolving defense operational demands across Europe. Under this updated design, technical enhancements are incorporated into the baseline satellite hardware, and an additional layer of 66 low Earth orbit spacecraft is integrated specifically for defense forces, national security agencies, and emergency response units. Technical evaluations indicate that this architectural expansion will boost secure government communications capacity by 60 percent within the European Union and by 54 percent worldwide, significantly improving regional capabilities during complex emergencies and critical infrastructure crises.

    EU Commission Formalizes Contract to Grow IRIS2 Satellite Fleet to 348 Units

    The SpaceRISE consortium, responsible for overseeing the main development efforts and managing a 12-year operational concession, includes key European satellite operators such as SES, Eutelsat, and Hispasat. The public sector’s role in implementation is closely coordinated with the European Space Agency, which provides engineering expertise and launch management support. Industrial manufacturing involves a broad network of European aerospace firms, including Thales Alenia Space, Airbus Defence and Space, and OHB, along with telecommunications companies Orange and Deutsche Telekom.

    Funding for the expanded satellite infrastructure relies on a public-private partnership model that combines the European Union budget, national government contributions, and private sector investments from consortium members. Member states have begun formalizing their financial commitments to support deployment during the 2028–2034 budget cycle. Official records show Poland pledged 656 million euros, Hungary allocated 500 million euros, and Spain announced investments between 1.6 billion euros and 2 billion euros, with additional national funding agreements under ongoing negotiations.

    This expanded network will also extend its services to non-EU countries such as Norway and Iceland through specific administrative agreements. As the third major space initiative by the European Union after Galileo and Copernicus, IRIS2 is crafted to deliver high-performance, tamper-resistant communications for public authorities while closing digital connectivity gaps in remote regions. The integrated system will employ military-grade encryption across dedicated spectrum bands to safeguard critical infrastructure from cyber threats and physical disruptions.

    As manufacturing ramps up in European industrial facilities, the European Commission and SpaceRISE will oversee phased milestones leading to initial orbital tests. The execution of this agreement ensures the EU Commission’s commitment to expanding IRIS2’s satellite constellation in alignment with long-term strategic autonomy goals, establishing a resilient, European-owned space asset capable of supporting civil protection, defense, and commercial digital services for decades to come.
