EU Strives to Achieve Digital Decade Goals Amid Forecasted Shortfalls

Brussels, Belgium / RankWire.AI / – According to recent findings published by the EU agency Eurofound, the European Union is on track to miss its Digital Decade milestone of employing 20 million information and communications technology specialists by 2030. Official reports from Emirates News Agency have confirmed that despite ongoing recruitment efforts across the region’s tech industry, the EU is projected to fall short of the 2030 ICT goal by 5 million workers. The Eurofound study, titled IT Sector in Focus: Evolution of the EU Digital Workforce, pointed out that most member states’ primary and vocational education systems are unable to keep pace with the escalating demand for advanced digital skills in enterprises, which compels European companies to increasingly depend on skilled labor migration from outside the EU to address critical staffing shortages.

Eurofound report warns EU will miss Digital Decade tech goals
European member states evaluate vocational training programs to meet enterprise tech demand.

Although this shortfall is anticipated, cumulative employment figures within Europe’s digital sector have shown significant growth over the past decade. Data gathered by Eurofound reveals that the number of ICT specialists in the European Union grew from 5.6 million in 2011 to 10.3 million in 2024, marking an 81 percent increase overall. At the same time, ICT professionals’ share of the total European workforce rose from 3 percent to 5 percent. Nonetheless, sector growth rates of 7 to 8 percent annually remain inadequate to bridge the gap needed to reach the 20 million target set by European policymakers by the end of this decade.

Despite these overall gains, stark regional disparities in digital employment continue to exist among EU member states. Eurofound’s report indicated that in 2024, ICT specialists represented 8.6 percent of total employment in Sweden, 8 percent in Luxembourg, and 7.8 percent in Finland. Conversely, the proportion of digital specialists in Greece and Romania was just 2.5 percent and 2.8 percent respectively. The growth trajectories across the bloc have varied greatly, with Estonia more than doubling its share of ICT workers from 3.4 percent to 7.2 percent between 2011 and 2024, whereas other nations experienced minimal increases during the same period.

Educational System Gaps Fuel Dependence on External Talent

Surveys conducted among enterprises across the EU revealed that in 2024, 57 percent of companies attempting to fill vacant IT roles faced severe difficulties in recruitment. The shortages are most acute in senior engineering positions and in specialized technical fields such as cybersecurity, artificial intelligence, generative AI, and cloud infrastructure. To address these critical gaps, many tech firms have increasingly turned to international talent pools, resulting in the share of ICT specialists born outside the EU rising from 9.2 percent in 2021 to 11.9 percent in 2024.

Gender imbalance continues to pose a significant challenge for the EU’s digital workforce potential. Eurofound’s findings show that women accounted for fewer than one in five ICT specialists across the 27 EU member states in 2024, with a 19 percent share. Furthermore, gender pay disparities in the broader ICT sector approached nearly 20 percent in 2022, which is notably higher than the economy-wide average of 13 percent. Researchers from Eurofound observed that the underrepresentation of women results in European industries operating at less than 75 percent of their potential digital talent pool, limiting diversity of thought and innovation in technological advancement.

Key Growth Areas in Software Consulting and the Need for Policy Action

The report emphasized that, although ICT roles tend to offer above-average pay, opportunities for skill development, and high-quality employment, these factors alone cannot compensate for the structural labor shortages. With the EU forecasted to miss its 2030 ICT employment target by 5 million, analysts stress that bridging this gap will require targeted policy measures aimed at increasing domestic educational output and facilitating intra-EU labor mobility. The study’s data combined quantitative analysis with insights from the Network of Eurofound Correspondents and professional analytics from LinkedIn Economic Graph.

European policymakers and industry leaders are under increasing pressure to realign national vocational training frameworks with the evolving demands of the digital economy. Eurofound concluded that failure to address the shortcomings in domestic training capacity will only heighten reliance on external talent sources and threaten broader European digital transformation ambitions. As member states work to expand their in-house training programs, boost female participation in technical fields, and maintain economic competitiveness in global technology markets, ongoing policy reviews are critical to achieving these objectives.
