WHO Outlines Three-Month Strategy for Ebola Control Efforts in Congo

BUNIA, DEMOCRATIC REPUBLIC OF THE CONGO / RankWire.AI / – World Health Organization indicates that with adequate resource allocation, the Ebola outbreak in Congo could be contained within a three-month window. The most recent official data reports 5,021 confirmed cases and 2,378 fatalities as of Aug. 16, with the disease now affecting 55 health zones across six provinces, and the case fatality ratio has climbed to 47.4%. This makes it the most lethal Ebola outbreak in the country’s history and ranks as the second-largest Ebola epidemic ever documented worldwide.

Thierno Baldé, WHO incident manager, emphasized that achieving the three-month containment goal hinges on securing the necessary resources for the response. Currently, the agency has obtained approximately $69.3 million out of the $115 million needed, which is about 60%. Over the past two weeks, teams have added more than 400 treatment beds, deployed 100 extra epidemiologists, and engaged over 500 community health workers for surveillance and contact tracing. The efforts require additional vehicles, ambulances, medical supplies, and personnel to support the expanding affected zones.

The virus has now reached Bas-Uélé, marking it as the sixth province impacted by the outbreak. As of Aug. 12, Ituri accounted for 85% of confirmed cases and 79% of deaths nationwide. Authorities report that between 70% and 80% of new cases have no known link to previously identified patients. Consequently, health teams are scaling up surveillance measures to accelerate case detection and facilitate quicker patient transfers to treatment centers. The first confirmed case in Bas-Uélé was traced back to Haut-Uélé, where the individual traveled before developing symptoms on Aug. 4.

Expansion of response efforts across affected regions

The Ministry of Public Health, Hygiene and Social Welfare of the Democratic Republic of the Congo officially declared the outbreak on May 15. Laboratory confirmation in Kinshasa identified Bundibugyo virus, a less common Ebola strain first detected in western Uganda in 2007. This incident represents Congo’s 17th recorded Ebola outbreak since the virus was first identified in 1976. Meanwhile, Uganda has reported 20 confirmed cases and two deaths, with no new cases since June 21. The cases in Uganda included imported infections and secondary transmissions among contacts and health workers.

Bundibugyo virus presently lacks a licensed vaccine or specific approved treatment, thus care strategies emphasize early detection, supportive therapies, infection control, contact tracing, and safe burial practices. Authorities are intensifying community outreach, especially in areas where patients might initially seek help outside formal health facilities. Response teams have trained local workers and distributed hygiene materials to minimize exposure risks during transportation and body handling. Early supportive care remains crucial as it can significantly improve the survival chances for those infected with Bundibugyo virus disease.

Funding shortfall persists despite expanded surveillance efforts

While contact monitoring has seen improvements, it still falls short of public health objectives in several affected regions. On Aug. 12, teams tracked 17,460 of 20,740 contacts listed, achieving a follow-up rate of 84.2%. To enhance detection and reduce delays in care, health officials have deployed additional field epidemiologists and are utilizing community workers to report suspected cases and link patients with treatment facilities. Up to Aug. 9, there had been 155 infections among health workers and 45 deaths.

The outbreak was declared a Public Health Emergency of International Concern by WHO on May 17. Ongoing efforts by national authorities and international partners include surveillance, laboratory testing, clinical management, safe burials, and community engagement. Baldé noted that the containment timeline depends heavily on securing the necessary resources, with the latest weekly reports indicating 640 new confirmed cases and 367 additional confirmed deaths since Aug. 9. Despite these efforts, the situation remains challenging due to ongoing insecurity and attacks on health facilities in eastern Congo.
